Montenegro Citizenship
Launched on 3rd October 2019 and limited to only 2,000 applications, offers one of the simplest and fastest routes to acquiring an alternative citizenship for investors and their family, in exchange for minimum real estate investment from €250,000 as well as €200,000 government contribution, which makes €450,000 the total capital amount required.
To qualify for the Montenegro Citizenship by Investment Program, the main applicant must be over 18 years of age, meet the application requirements, and make the qualifying contributions to the Government of Montenegro. There are two routes to choose from to qualify for the program:
- An investment of €450,000 to development projects in the capital of Podgorica or in the coastal regions
- An investment of €250,000 to development projects in northern or central Montenegro, excluding Podgorica
In addition, there is a government fee of €200,000 per application. This contribution will be directed to a special fund for the advancement of underdeveloped areas (€100,000) and towards the Innovation Fund of Montenegro (€100,000).

Montenegro is a Balkan country in Southeastern Europe with a coast on the Adriatic Sea to the south. The Montenegro citizenship by investment program has officially announced the new economic citizenship scheme on Oct 1, 2018. The decision came into force on Jan 1, 2019 and will apply until Dec 31, 2021
Montenegrin Citizenship by Admission scheme was published in Official Gazette of Montenegro 34/10, 40/16 and 62/18 which was adopted at the session of 22 November 2018.
As Montenegro aims to join the EU, it introduced the tax reform at the beginning of 2022. Now, individual and corporate income is taxed according to progressive scales. Yet, tax rates remain pretty low and range from 9 to 15%.
Montenegro also introduced a non-taxable salary part of €700, which is the highest among all European countries. Contributions for compulsory health insurance were cancelled. As a result, the tax burden on wages, including income tax and social contributions, is reduced by 1.2—1.9 times.
